Physical contact, airway, etc. are the main characteristics of the coronavirus (COVID-19) disease, which is declared as a pandemic (epidemic) by the World Health Organization (WHO) and which has an epidemic risk in our country, very fast transmission and the number of infected people is increasing very fast, the most effective way to prevent the spread of the epidemic is to ensure absolute social isolation by reducing social mobility and contact between people; otherwise, the spread of the virus will increase the number of cases and the need for treatment, resulting in the risk of citizens losing their lives and causing the deterioration of public health and public order and the Ministry of Health Science in line with the recommendations of the Board;

1. In addition to our obligations to wear masks in closed areas of public institutions and private sector workplaces and public transportation vehicles, it is imperative that every citizen who goes out on the streets in our province to wear a proper mask to cover the mouth and nose in open areas,

Ensuring that the application is carried out in a complete manner within the framework mentioned above by showing the necessary sensitivity about the subject, giving administrative fines for those who do not comply with the measures in accordance with the article 282 of the General Sanitary Law, and taking action in accordance with the relevant articles of the Law, initiating the necessary judicial proceedings within the scope of Article 195 of the Turkish Criminal Code on behavior,

İstanbul Kültür University (İKÜ) Head of the Board of Trustees Bahar Akıngüç Günver published a message about the IKU agenda, which has changed with the new Corona Virus Disease (COVID-19).

My Dear Kültür Family,

We left two weeks behind in the process of adapting to the new normal. While focusing on the effects and management of the crisis in our first posts, it is now promising to be able to talk about healing and normalization.

As the university, we took the first step for the new normal order on June 2, 2020. Our gradual working system, which we transitioned with a team of 24 people consisting of executives and administrative staff, was designed as a rehearsal of our new normal working order. With the principle of "health and safety first", we left the first threshold behind without any problems. On this occasion, I would like to thank our workmates who contributed to the first working experience of the new normal, from planning to implementation.

The next 15 days process is a time frame that includes very important steps for re-establishing our working order in our campuses and continuing our business continuity. Beginning from the first day of the week;  we will be on duty at our Ataköy Campus with a team of 60, together with our faculty deans, our principals of vocational schools and our institute. In this process, where the service and food service for our staff will be provided for the first time after the pandemic; we kindly request from you to comply with the principles that are determined by our university in relation to labor, food and beverage services, staff and visitor rules; and thank you very much for your sensitivity.

My Dear Kültür Family,

We completed our final period with more than three thousand exam applications on June 11. I thank all of our friends who contributed. At this stage, the next threshold is the summer school. Our measurement and evaluation, summer teaching experiences are also very serious experiences for our 2021 academic year studies. An important decision for the future of higher education was also on the agenda recently. YÖK shared with the public that the share of distance education in education can be increased up to 40 percent. When we look at the big picture shaped by the pandemic, it is clear that the technology, education methods and practices, the most important of our university, will not be the same as 3 months ago. In the fall semester of 2021, when radical changes will mark; the opinions, evaluations and expectations of our students regarding the new norm will be very determining. Therefore, we need more communication than ever before to strengthen the dialogue between management and student. Within this framework, as of yesterday, a new initiative has started to expand the rings in academia-student cooperation and communication. Our faculty deans and directors of vocational schools will meet our students for one hour through our corporate Instagram account until the end of June. The first guest of the live broadcast meetings was Çimen Atak, Dean of the Faculty of Arts and Sciences. Interviews will continue with our Faculty of Law, Vocational School of Justice, Faculty of Economics and Administrative Sciences and Faculty of Architecture. Live broadcasts via the official Instagram account of our university are also a valuable resource for our student satisfaction and fall term action plans. I believe that a single question or comment from our students will be inspiring for the perspective of all of us. As a culture family, I ask my colleagues at all levels to follow live broadcast meetings closely.

My Dear Kültür Family,

As a country and the world, we are going through a crisis reflected in all areas of life. The process and its results are not easy for anyone. However, although the calendars indicate normalization, the situation we are in at this stage is a period of side effects. So we will continue to be prepared for any condition. Agility and flexibility to short and medium-term decisions are more important than ever, according to sudden changes in the agenda. The ultimate goal of all of us within the new normal; being spiritually, mentally, physically healthy, economically and socially safe. At this point, we should evaluate the actions and discourses in the process objectively within the conditions of the day and be able to interpret them without personalization. Most importantly, we should be able to embrace being constructive and open in our communication language as a shared responsibility.

At the end of the day, the pandemic was an experience that enlarged and matured all of us. As writer and designer Leslie Dwight has stated in a post, 2020 is a year that prompted us loudly for change and announced the existence of change.

Hope to see you on beautiful and healthy days, leaving this challenging process as soon as possible, teaching you by experiencing that life is a truly experience…

Istanbul Kultur University Faculty of Economics and Administrative Sciences Department of Entrepreneurship held a meeting on Monday, June 15 at 21:00 with the participation of students in graduation status via Adobe Connect Virtual Classroom Application.

In addition to the graduate students, other students also attended the meeting organized by the Department of Entrepreneurship where the excitement of giving the first graduates this year was experienced.

The meeting, which started with the speech of Prof. Dr. Ali Şen, the Dean of the Faculty of Economics and Administrative Sciences, and our students, Asst. Prof. Nazan Çağlar, Head of the Department of Entrepreneurship, also had the right to speak. After the speeches of Buse Emen, who was succeed in the department by ranking the first student, and Elif Ateş, who served as the department representative, faculty members / staff of the Department of Entrepreneurship took the floor. In the activity, which was the scene of emotional moments, students had the chance to meet with their instructors who gave them labour and guidance for 4 years. At the end of the event, which also includes the families of our graduates, cameras were opened and collective photos were taken.

The basic parameters of the international order formed by the political mind after the Second World War were determined by the UN Treaty and the Universal Declaration of Human Rights. The UN Treaty has defined respect for social justice and human rights as the basis of international peace, security and sustainable development goals. The Universal Declaration of Human Rights has set out the principles of social justice and basic human rights and freedoms. The contract system developed on this basis has created a common law area and the audit system has aimed to strengthen effective implementation. Regional organizations that complement the UN system have also established human rights protection systems at the local level. In some human rights conventions, derogation powers have been granted, which acknowledge that states may not be able to fully meet certain obligations in exceptional circumstances. Derogation should be understood as the suspension of certain obligations under certain conditions in exceptional cases, not an unconditional and permanent suspension. Being temporary, necessity and proportionality are the basic conditions of the application of derogation. On the other hand, the suspension of some basic human rights, such as the right to life and the prohibition of torture, is not accepted under any circumstances. It has been observed that the practice of derogation, which has been applied so far in the context of the fight against terrorism in limited circumstances, has gained speed within the scope of the COVID-19 global epidemic, which has been defined as the state of emergency, and that many states have chosen to report derogation to human rights conventions that have not been seen until now. Derogation in order to take the measures required by the conditions of combating the epidemic is an authority recognized by the contract system. On the other hand, the fact that these measures are proportional and temporary is inevitable for the international system based on human rights law to be developed and maintained. Abrasion of the system may lead to a search for a new international order. The extent to which this is possible and what parameters it is based on is a matter of serious debate. Until better, the system based on the UN Treaty should be developed and maintained.

The Molecular Biology and Genetics Department organized an e-workshop titled “Aptamers and Application Areas” on Wednesday, June 17 within the scope of TUBITAK Project 117Z254. Prof. Dr. Mehmet Mutlu, Assist. Prof. Canan Özyurt and Assist. Prof. Zehra Banu Bahşi Oral attended the event, which was moderated by Prof. Dr. Ajda Çoker Gürkan, one of our academicians from Molecular Biology and Genetics Department. In the event, analysis, selection methods and methods for post-selection modifications of the nucleic acid aptamers commonly used in diagnosis and biosensors in recent years were shared with the audience.

The fourth of the "jces.webinars: childhood under the quarantine" themed webinars organized in collaboration with Istanbul Kültür University and Journal of Childhood, Education & Society (JCES), was held under the title of "Early Childhood Refugee Children & Their Education" at 15.00 on Thursday, 18 June 2020 Turkey ”.

In the webinar, whose scientific management was moderated by JCES Founding Editor and Faculty of Education, Assoc. Prof. Mehmet Toran and moderated by Necmettin Erbakan University faculty member Dr. Mehmet Mart; Dr. Ahmet Simsar, one of the faculty members of Kilis 7 Aralık University, made a presentation. The overall situation of migrants in Turkey, especially in early childhood education programs and teachers' training program administered webinar discussed the migration and many people showed interest in the children interested in the subject. Could you tell us about yourself with 2 to 3 sentences, who is Asst. Prof. Süleyman Hikmet Çağlar?

I was born in 1957 in Sarıyer İstanbul. My childhood got in the bosphorus intertwined with the sea. I completed my primary and secondary education in Sarıyer. I graduated from Yıldız Technical University, formerly the Istanbul State Academy of Engineering and Architecture, as a Mathematics Engineer in 1982. In 1983, I stepped into the academic world as an assistant at Yıldız Technical University. Subsequently, I graduated from ITU Nuclear Energy Institute in 1985 as Master of Engineer. After completing PhD in 1991, I was appointed to the staff of Assist. Prof. In the same year, I was appointed as the Head of YTU Statistics Department and made plans for a newly established department. I worked for a long time in YTU Faculty of Science and Letters. In 2000, I left YTU and joined Kültür family, where I have been working until now.

How did the process of your involvement to Kültür Family started?

I was in search of something new after my PhD education in England. During this process, my PhD professor at IKU Prof. Dr. Behiç Çağal stated that they are looking for a faculty member who will teach Computer and Statistics courses in the Department of Mathematics and Computer. The successful Kültür College history, dynamic and exciting structure of a newly founded university at the age of 3 made it very easy for me to decide to join the Kültür family.  I would like to thank our late Rector Prof. Dr. Önder Öztunalı, our former Rector Prof. Dr Tamer Koçel, our former Vice Rector Prof. Dr. Çetin Bolcal, our former head of department Prof. Dr. Latif Topaktaş, and Prof Dr. Erol Balkanay who supports me in joining the Kültür family.

I would like to thank our Honorary President Master of Civil Engineer Fahamettin Akıngüç, our Head of the Board of Trustees Dr. Bahar Akıngüç Günver, and Akıngüç family who provided me a happy and pleasant working environment for 20 years here.

What did IKU bring to your life?

Kültür Family has 60 years of education history. The understanding that focuses on the quality of education, values culture and art, keeps its employees on hand, and emphasizes the importance of being a university for the society has impressed me.
